In an important development this week, the British foreign office announced: ?The UK opposes oil exploration within Virunga National Park, a World Heritage site listed by UNESCO as being ?in danger?.? This comes after London-based oil company SOCO International has been granted permission to conduct aerial surveys for oil exploration in Virunga, in the Democratic Republic of Congo (DRC).
The foreign office statement goes on: ?We have informed SOCO and urge the Government of DR Congo to fully respect the international conventions to which it is a signatory.?
?We remain committed to supporting UK companies in DRC and throughout the world. Foreign investment in sectors such as hydrocarbons and the extractive industries can play a vital role in boosting the development of DRC, lifting people out of poverty. Such investment needs to be done responsibly and sustainably, in compliance with local law and conforming to international standards.?
This statement follows the announcement at the weekend by the DRC Minister of Hydrocarbon, Crispin Atama Tabe that: "The DRC has the right to know what resources it has under the earth, even if it's in the park or the forest, anywhere."
It is currently against Congolese law to prospect or exploit minerals inside the country's national parks, but Atama Tabe said the legislation could be reviewed. As he explained:
"We're going to evaluate the quantity of the deposit. If it's very significant we'll compare the value of the park with the oil... We'll see whether we'll respect the park or not. It's up to us," he said - adding that exploration could take up to three years.
?Block 5?, which is 85% owned by SOCO, is part of the Albertine Graben, an area which has already attracted oil major Total in ?Block 3? in the north of the park.
Responding to the foreign office announcement, Dr Susanne Schmitt, head of our ?Green Heart of Africa? programme, says: ?WWF-UK welcomes the statement by the British government opposing SOCO International?s exploration for oil in Virunga National Park. Virunga is the jewel in the crown of Africa?s national parks and the home of the iconic mountain gorilla.
?No oil or mining development is allowed under the international World Heritage Convention. The DRC government must respect this convention, which is enshrined in its national laws. Moreover, the DRC government must put all oil development on halt, including any exploration activity by SOCO, until the EU-funded Strategic Environmental Assessment results are fully known.?
Not only is Virunga uniquely rich in wildlife, it?s also an important source of local livelihoods - 30,000 local people depend directly on the fish stocks of Lake Edward, which will be a drilling site for SOCO.
In a meeting of local community civil society organisations in North Kivu this week, their views were strongly expressed : "We are very concerned about the potential negative impact of oil development on our Lake Edward. We are depending on fish and the fresh water that this Lake gives us. We are depending on the unique ecosystem of the Lake. Oil development can lead to pollution, which would destroy its productivity."
World Heritage sites only cover 1% of the world?s surface area and should receive the highest form of protection. The world must speak out against the efforts by the DRC government and others around the world to undermine the status of these unique places.
Let?s be clear - if anybody would even consider demolishing the Acropolis in Greece there would be a global outcry. Isn?t it time we value our natural World Heritage just as much?

LOS ANGELES (AP) ? Arnold Schwarzenegger says his wife, Maria Shriver, was told to "snap out of it" by her mother for her attempts to persuade him against running for California governor in 2003, a conversation that ultimately opened the door to his successful candidacy.
Eunice Shriver told her daughter that her husband would be "angry for the rest of his life" if she stopped his ambitions, Schwarzenegger writes in his new autobiography, "Total Recall: My Unbelievably True Life Story."
The former governor says in the book that he had decided against running to recall Gov. Gray Davis after his wife implored him not to for the sake of their family. Maria Shriver announced his decision to their four children.
But he writes that when Maria Shriver told her mother about her efforts to thwart Schwarzenegger's political ambitions, Eunice told her daughter that women in their family "always support the men when they want to do something." Schwarzenegger says he didn't know about the conversation at the time, but learned of it later.
Maria Shriver then softened her stance, paving the way for Schwarzenegger to announce his candidacy on "The Tonight Show with Jay Leno," where he says he felt most comfortable.
The announcement came after a week of wavering. Schwarzenegger says before he headed to the TV appearance, his wife handed him two pieces of paper with talking points she had written: one in case he decided to run, another in case he decided not to.
He writes that Shriver went on to become a key ally and adviser to his campaign and eventual governorship.
Schwarzenegger has often said that Maria's mother and her father, Sargent Shriver, were essential to his eventual decision to seek public office, and the most "extraordinary human beings I've ever met." But he also writes in the book that he often teased his wife that the close-knit Democratic Kennedy clan was "like a bunch of clones" because there was such conformity among them.
A spokesman for Shriver, Matthew DiGirolamo, declined to comment on the contents of the book.
"Total Recall" will officially be published next week. The Associated Press purchased an early copy.
The book is part of an effort by the onetime "Mr. Universe" and Hollywood action star to rebrand himself after leaving office with a mixed record and subsequent embarrassing revelations about a fling he had with the family's housekeeper. Schwarzenegger, who fathered a son with the housekeeper, says he also let the boy down.
Schwarzenegger, 65, said he avoided telling his wife for years about the boy, who is now a teenager, even when Shriver asked him, partly because of his longtime penchant for secrecy, and his fear that the news would become public and undermine his political career. He told his wife in January 2011, when she confronted him the day after he left office.
In an interview with "60 Minutes" scheduled to air Sunday, Schwarzenegger said having sex with his housekeeper was "the stupidest thing" he ever did to his now-estranged wife and caused great pain to her and their four children. CBS aired excerpts of the interview Friday.
"I think it was the stupidest thing I've done in the whole relationship. It was terrible. I inflicted tremendous pain on Maria and unbelievable pain on the kids," Schwarzenegger tells "60 Minutes."
Schwarzenegger says he also let down the son he fathered with the housekeeper.
Shriver filed for divorce in July.
In his book, the usually ebullient Schwarzenegger admits to some loneliness, even though he packed his schedule with speeches, projects and movie-making after Shriver and the children moved out of the house. He said his career had been fun for 30 years because he shared it with Maria.
They had done everything together, he writes.
The former GOP governor also writes about a 2003 White House meeting with Karl Rove in which the top GOP strategist told him the recall would not happen and instead introduced the actor to then-national security adviser Condoleezza Rice as his pick to run for California governor in 2006.
Schwarzenegger felt snubbed.
He asks, "How could Rove have been so wrong?"
Rove's office said he was traveling Friday and could not be reached for comment.
Rice's chief of staff at Stanford University, Georgia Godfrey, said Rice cannot recall "any conversation on this subject."
"She has stated many times in the past that she has no desire to run for public office and those sentiments have still not changed," Godfrey said in a statement emailed to The Associated Press.

The mission control team back on Earth has also learned what it may be like on Mars by trying to live and work on a Martian day, which is about 40 minutes longer than an Earth day. This 'day' length causes havoc with the internal 24-hour body clock but researchers at Brigham and Women's Hospital (BWH) have developed and tested a fatigue management program which is successful at controlling this space-age jetlag. The results of the study will be published electronically on September 28, 2012 and will be published in the October print issue of SLEEP.
Mission controllers investigating the Martian landscape are required to communicate with the rover on Martian time. This unusual schedule poses a great challenge as our internal body clock has evolved to expect a 24-hour light-dark, not a 24.65 h 'day', making it difficult to sleep, wake and work. "Our study, which was conducted during the Phoenix Mars Lander mission, investigated the effectiveness of a pilot program to educate the mission personnel on how to reset their body clocks more quickly and how to improve their sleep, alertness and performance," explained Steven W. Lockley, PhD, neuroscientist at BWH, and senior investigator on this study.
The research team studied 19 scientific and technical personnel supporting the Phoenix Lander mission for more than 11 weeks. The participants were assessed using a sleep/work diary, continuous wrist actigraphy, and regular performance tests. A subset of the study participants were also given portable blue-light light boxes to place at their workstations to help reset their internal body clocks and improve their performance. The researchers found that most of the participants were able to synchronize to a Martian day schedule.
"While adapting the human sleep-wake and performance cycle to a 24.65 hour day is a substantial challenge, our study has provided the foundation to develop comprehensive fatigue management programs for future missions, which may eventually include manned missions to Mars," explained Laura Barger, PhD, an associate physiologist at BWH and principal investigator of the study. "Such a program could decrease the risk of fatigue-related mistakes during these high profile and expensive missions."
Researchers suggest that these findings may also prove helpful to other groups that work on unusual 'day-lengths' such as submariners who have traditionally lived on an 18-hour day.

NEW FAIRFIELD, Conn. (AP) ? During what appeared to be an attempted late-night burglary, a man fatally shot a masked teenager in self-defense outside his neighbor's house and then discovered it was his son, state police said.
Police said 15-year-old Tyler Giuliano was shot at about 1 a.m. Thursday in New Fairfield, a town along the New York line just north of Danbury.
A woman who was alone in the house believed someone was breaking in and called the teen's father, who lives next door, and he grabbed a gun and went outside to investigate, police said.
The father confronted someone wearing a black ski mask and black clothing and then fired his gun when the person went at him with a shiny weapon in his hand, police said.
When police officers arrived, the teen was lying in the driveway of the woman's home with gunshot wounds and the father was sitting on the grass. The teen was pronounced dead at the scene, police said.
"All in all it's a tragedy," state police spokesman Lt. J. Paul Vance said.
The teen's father, Jeffrey Giuliano, a fifth-grade teacher in town, hasn't returned a message seeking comment on what happened.
The teenager was a student at New Fairfield High School, a short walk from the neighborhood where he was killed.
Superintendent of Schools Alicia Roy sent parents an email about what happened, The News-Times of Danbury reported.
"Our district has experienced a tragedy that has affected us deeply," she wrote, adding that students weren't told of the killing because all the facts weren't clear.
No charges have been filed. State police are investigating. An autopsy on the boy is planned.

Please take a moment to see what is the treats that your pets are eating. If they're from China, dump them. If they're made by Waggin' Train, Canyon Creek Ranch or Milo's Kitchen, then dump them. You may be saying, "They have to be safe! The government wouldn't let them be on shelves if they weren't." Unfortunately, that's not true. Most of you can probably remember news stories about people and pets dying from tainted foods that have come from China. There was a reason that this happened and it's because inspections and laws are not nearly strict enough. And in the case of these treats, the FDA does know about them but as they have not been able to specifically identify the ingredient or ingredients that is harming pets, they can not issue a recall. And quite honestly, they're not trying hard enough to. One manufacturing plant even refused to let them come in to inspect and still, their products are being shipped around the world for consumption by beloved pets.

TEHRAN, Iran (AP) ? An Iranian general has said that his country's enemies will not survive if they attack Iran's nuclear sites.
A Friday report by the semiofficial ISNA news agency quotes Gen. Farzad Esmaili, chief of air defense, as saying "we vow our enemies will not survive," if they attack Iran's nuclear sites.
The nuclear sites are a symbol of pride for Iran, he said, adding that "we will defend our dignity with our lives and blood."
The remarks come a day after Israeli Prime Minister Benjamin Netanyahu urged the world to draw a clear "red line" to stop Iran's nuclear program.
Israel has not ruled out military action against Iran's nuclear facilities.
Tehran denies the West's charge that it is pursuing nuclear weapons. It says its nuclear activities are for peaceful purposes only.

FORT BRAGG, N.C. (AP) ? An Army brigadier general who served five combat tours in Iraq and Afghanistan has been charged with forcible sodomy, multiple counts of adultery and having inappropriate relationships with several female subordinates, two U.S. defense officials said Wednesday.
The defense officials spoke to The Associated Press on condition of anonymity because they were not authorized to provide details on the case.
Brig. Gen. Jeffrey A. Sinclair faces possible courts martial on charges that include forced sex, wrongful sexual conduct, violating an order, possessing pornography and alcohol while deployed, and misusing a government travel charge card and filing fraudulent claims.
Sinclair, who served as deputy commander in charge of logistics and support for the 82nd Airborne Division in Afghanistan, was sent home in May because of the allegations, the officials said. Since he returned to the U.S., Sinclair has been assigned as a special assistant to the commanding general of 18th Airborne Corps. Often when general officers are under investigation they are temporarily assigned as special assistants to more senior officers or commanders.
The charges were announced at a brief press conference Wednesday at Fort Bragg, the sprawling U.S. Army base in North Carolina that is home to the 82nd Airborne. After reading a prepared statement, base spokesman Col. Kevin Arata refused to take any questions. Reporters were told all questions would have to be made in writing and that no response was likely to come until the following day.
Sinclair was informed of the charges on Monday but has not been placed under arrest. The next step will be an Article 32 investigation, including a preliminary hearing to determine if the matter should go to trial. No date has been set for the hearing, which Arata said would be open to the public.
It was not clear if Sinclair had an attorney, and a phone listing found for him was disconnected.
Sinclair had arrived in Afghanistan for his deployment in September 2011, but had been serving as the division's deputy commander since July 2010.
Sinclair, a trained paratrooper who has been in the Army for 27 years, was serving his third deployment to Afghanistan. He had also served two tours in Iraq, as well as a tour in the first Gulf war.
It's rare for an Army general to face court martial. There have been only two cases in recent years.
Earlier this year, Army Brig. Gen. Roger Duff pleaded guilty to charges of conduct unbecoming an officer, wearing unauthorized awards or ribbons and making a false official statement. He was sentenced to two months confinement and dismissal from the military. Under a pre-trial agreement, only the dismissal may be imposed. The case is still pending, said Army spokesman George Wright.
Prior to that, Maj. Gen. David Hale pleaded guilty to seven counts of conduct unbecoming an officer and one count of making a false statement, also in connection with adultery. He was fined $10,000 and was ordered to retire at the reduced rank of brigadier general, Wright said.

The Fed?s intention behind the QE3 is to inject more capital to the banking system by buying their long term debt instruments like mortgages. Fed is projecting that with more capital on hand, banks will start lending money to businesses which in turn will give the economy the big push it needs. Unfortunately, QE3 has a negative effect of weakening the dollar which actually started sliding down against other currencies even before the third round of quantitative easing was put in place two weeks ago.
Already, the BOJ increased its own bond buying program to bring down the value of the Japanese Yen against the U.S. currency in response to the QE3. Traders are speculating that a large scale BOJ intervention may be in the works according to the same Financial Times article, especially after its bond buying efforts failed to weaken the yen. Other countries which have expressly intervened to depend their respective currencies in the past are also likely to follow as they start to realize the crippling effect of a weak dollar to their own economy. This may ultimately lead to an unprecedented currency war according to some analysts.
The possibility of central bank intervention in the currency market is what the majority of traders fear most. Learning lessons from the past when Central Banks intervened in the open to defend their currencies, these traders have in fact started to draw away from currencies whose central banks are more likely to step in and intervene. LOS ANGELES (Reuters) - Warner Music Group executive Lyor Cohen will resign from the company this month after an eight-year tenure during which he steered the company through a revamp under new ownership and found success with artists from Cee Lo Green to Josh Groban.
Cohen joined Warner Music Group in 2004 and oversaw a restructuring of its recorded music division after investors led by Edgar Bronfman Jr. acquired the company from Time Warner Inc. He has served as chairman and CEO of recorded music since 2011. He will resign from the company effective September 30.
"While we understand his desire to move on to his next challenge, the enduring success of our recorded music division will serve as a great testament to the progress we've made during Lyor's time at WMG," Warner Music Group CEO Stephen Cooper said in a statement.
Cooper is a turnaround expert who took over day-to-day operations of the company last year, shortly after it was bought by Len Blavatnik's Access Industries in a $3.3 billion deal.
Cohen made his name as president of Def Jam Records from 1988 to 2002, signing acts such as DJ Jazzy Jeff and the Fresh Prince. He also developed rap pioneers including LL Cool J, Run DMC and the Beastie Boys.
A source close to Cohen said he was leaving Warner Music Group partly because he wanted to work more directly with musicians after spending recent years in a corporate management job.
In a memo to staff, Cohen said that he could not yet announce his next move but that it would involve "something where I can work my entrepreneurial muscles and partner with artists."
"I have always been an entrepreneur at heart. My happiest days in this business are those when I get to work directly on the development of artists," he wrote.
Under Cohen's stewardship, Warner owned the No. 1 label in the United States for four years between 2004 and 2010, the company said. Warner's recorded music business also rose to the world's third largest, from fourth, in 2007. Successful artists during the time ranged from Nickelback to Jason Mraz.
He also led the company's transition from physical to digital music.
In the company's announcement of his resignation, Cohen said: "To all the artists and employees who live and die for the music every day, and who personally sacrifice for the good of the creative process: 'keep on keepin' on' in the tradition of a company that respects and honors the artistic community."

ScienceDaily (Sep. 21, 2012) ? Taking Gingko biloba supplements does not improve memory, attention or problem solving in healthy individuals, according to researchers from the University of Hertfordshire.
The paper, published in Human Psychopharmacology: Clinical and Experimental, is the first meta-analytic review examining the effects of Gingko biloba on healthy people across all age groups. The researchers led by Professor Keith Laws found zero impact on the cognitive functions whatever the age of the people, the dose taken or the length of time of taking Gingko biloba supplements.
Gingko biloba, the oldest tree living species, has been used extensively in traditional Chinese herbal medicine for thousands of years.? Today, it is one of the most widely used plant-based products available without prescription in Europe and North America, where is it marketed as a dietary supplement to treat blood disorders and, more specifically, to enhance memory both for healthy individuals and also for those trying to ward off Alzheimer?s Disease.
Keith Laws, Professor of psychology, said: ?Gingko biloba has been widely used for a number of years to reduce the mental decline associated with aging.? But more recently it has been marketed as a memory enhancing supplement for healthy individuals ? and it is crucial to establish the validity for such claims.
?Our findings show that taking Gingko biloba supplements at any age to boost memory have no impact at all ? and may be a waste of time and money.?
The paper, ?Is Gingko biloba a cognitive enhancer in healthy individuals? A meta-analysis?, examines the published research of thirteen randomised control trials of over 1000 healthy individuals across all ages.?
Other recently published studies have also shown that there is no evidence to support taking Gingko biloba supplements to protect against developing Alzheimer?s Disease.

ScienceDaily (Sep. 21, 2012) ? The tropical cyclones in the Arabian Sea during the pre-monsoon season (May -- June) have intensified since 1997 compared to 1979 -- 1997. This has been attributed to decreased vertical wind shear due to the dimming effects of increased anthropogenic black carbon and sulfate emissions in the region. The decrease in vertical wind shear, however, is not the result of these emissions, but due to a 15-day on average earlier occurrence of tropical cyclones, according to a study spearheaded by Bin Wang at the International Pacific Research Center, University of Hawaii at Manoa and published in "Brief Communications Arising" in the September 20, 2012, issue of Nature.
"About 90% of the pre-monsoon tropical cyclones occur during a small widow in late spring. The mean date during which the cyclones with maximum intensity occur has advanced from June 8 in the earlier period to May 24 in the second period," explains Bin Wang. "This advance has been accompanied by a significant decrease in vertical wind shear, which leads to tropical cyclone intensification, because large vertical wind shear is most destructive to intensification."
"The ultimate reason for this earlier occurrence of storms and their intensification is the tendency we have noticed for the southwesterly monsoon to begin earlier in recent years," says Wang. "This earlier monsoon onset is related to the greater warming of the Asian landmass than the ocean and thus an increased temperature ocean-land contrast over the last years. This greater temperature difference may strengthen the monsoon and create more favorable conditions for the formation of tropical cyclones."
"All the changes that we see in the pre-monsoon storms and the earlier monsoon onset since the late 90s, can be the result either of natural variability, namely the Interdecadal Pacific Oscillation, or of warming effects due to greater greenhouse gas emissions, but not the effect of increased aerosols. Only time and more research will tell."

The Cleveland Browns football team hosted a special pregame show on Sunday: a waterspout seen from the lakeside stadium before sputtering out harmlessly. It was one of 13 waterspouts reported over Lake Erie on Sunday and part of what's already a record year for sightings on the Great Lakes.
"2012 has seen so far a total of 154?waterspouts," Wade Szilagyi, a meteorologist with Canada's weather service and director of the International Centre for Waterspout Research, told NBC News.
"This shatters the old record of 94 waterspouts reported in 2003," he said, noting that the season runs into fall so the number will go higher.
Great Lakes waterspout records go back to 1994 and this summer also saw a new single-day record: 30 waterspouts reported on Sept. 9.
Szilagyi suspects two factors are at work: "a hot summer resulting in very warm water," which helps create the waterspouts, and increased use of social media for reporting them.
"Technology is improving through Twitter, Facebook, cell phone pics, etc.," he noted. "In the past we had a limited number of sources such as Coast Guard, pilot reports, ship reports, weather observations."
"In the future, as our climate gets warmer, thus heating the lakes, and as social media use increases even more, I expect increasing numbers of reported waterspouts," he added. "However, just like the stock market, there will be dips because some summers will be cool, but this will be less and less frequent with time."
Sunday's activity was part of a weekend-long outbreak that started Friday on Lake Superior. Four waterspouts were sighted that day, followed by eight on Saturday as cold air from Canada?moved down and?across the warmer lakes.
Szilagyi was actually able to predict the outbreak using an index he fully implemented this year after working on it for 18 years.
"We can now predict conditions that are favorable for waterspout development several days in advance," he said.
The weekend activity also caught the attention of locals who tweeted dozens of images, as well as other weather experts.
Weather.com, for one,?posted images and a video.
NBC News meteorologist Bill Karins retweeted a photo of the spout near Cleveland Browns Stadium.

This Great Lakes map shows the forecast for waterspouts on Monday. Red is the highest danger in the system devised by Wade Szilagyi.
"This one was weak and wouldn't have done much damage had it moved on shore," he noted. But had it done so, he added, it would have been categorized as a weak tornado.?
"Lots of people don't realize waterspouts happen frequently during warm months over the Great Lakes -- most people think Florida and the Keys are where they are the most frequent," he added.
As for those Cleveland fans who saw the spout, their team lost on Sunday but Mother Nature did provide a second treat, this time post-game: a double rainbow, Cleveland's newsnet5.com reported.
