Boomerang Generation: Is Generation Y Hurting the Economy ...
On the March 28, 2012 episode of Marketplace, economist and commentator Todd Buchholz boldly suggested that the phenomenon known as the "Boomerang Generation", or where Generation Y young adults have to move back home owing to harsh job market conditions, is hurting the economy. Buchholz discussed that whereas "young people today are 40 percent less likely to leave their home state than prior generations, ... an increasing number don't even bother to get drivers licenses."
One of the premises of Buchholz's argument is that "geographic mobility creates economic mobility." That being said, in a time period where more and more young adults find themselves living at home unemployed owing to a weak job market, young adults are not contributing to economic growth. Buchholz cited an example where he advised a Florida engineer to tell "her stay-at-home, unemployed college grad" to "grab a cheap flight to Fargo, North Dakota" because "the unemployment rate is 3.9 percent ... [and he] will nab a job as soon as the captain turns off the fasten seat belt sign."
Buchholz suggested that "an aversion to risk has crept into the psyches of our young people" thereby limiting young adults' opportunities. According to Buchholz, perhaps this aversion to risk is "from overprotective parents who drive their Little Leaguers to first base in the minivan. Or maybe it's a lingering cloud of hopelessness despite the 'hope and change' bumper stickers. But it's not healthy."
Aside from criticizing young adults in their unwillingness to move, Buchholz took the discussion in a different direction in that "governments make matters worse by setting up roadblocks." Buchholz: "Almost one in four jobs requires a permit from a state agency. And most are not brain surgery! Heck, they're not even tree surgery. Say you want to move to Alabama to become a manicurist, you'll first need 750 hours of training." According to Buchholz, "we need to encourage economic mobility among our young people, not stagnation."
To say the least, the comments to Buchholz's piece were interesting. One person commenting wrote, "It's amazing this Todd Buchholz character has a job himself. It would be nice to see other economists speak out against him and defend their field of practice..." Another commenter wrote, "Instead of discussing the real problems in this country and economy [Buchholz] finds it convenient to parcel out blame to young Americans -- as if this segment of America is solely to blame." Another interesting comment read, "Perhaps Mr. Buchholz would be better off focusing on the broken economics of the Baby Boomers, instead of projecting those problems on a younger generation."
Whereas Buchholz's perspective is an interesting take on the economic problems facing the nation, with all due to respect to Mr. Buchholz, in order to appreciate the gravity of the dismal economic and political quagmire in the US, we have to acknowledge the fact that the Great Recession is a multi-dimensional problem. In terms of younger Americans, in many ways Generation Y is a product of the society in which Generation Y was raised.
I noticed that Buchholz made no mention of the student loan bubble. As I have written previously, the student loan bubble is a major part of the economic conundrum that grips the younger generation. That being said, per my previous analysis, student loans remain only one piece of a much bigger socio-economic puzzle. The current malaise in the US owing to changing societal and economic attitudes is probably quite overwhelming and intimidating for many young adults.
Buchholz's contention that young adults should just pick up and move to North Dakota is outlandish. Though I understand his sentiments, the idea that North Dakota has jobs for every unemployed young American seems quite unrealistic. Even further, there are certain values to be weighed with respect to a move across the country to unknown territory. It's very easy to say, "Just pick up and move to North Dakota", but reality is not that simple. I find it hard to believe that an unemployed young adult would be able to "nab a job as soon as the captain turns off the fasten seat belt sign." That being the case, I cannot say that I disagree with Buchholz's advice to the engineer. Perhaps we do need more geographic mobility for young adults, but is that an economic issue or is that a socio-cultural issue?
I do think that it is a bit unfair to impose on young Americans the idea that they ought to move away from their families, friends, and familiar territory for the sake of a job. Perhaps many parents do not want their young adult children to move away. And for young adults who may have significant others or children themselves, a move across the country may be impractical.
In a time period where for a married couple both individuals may have to work to support the household, the issue of geographical location becomes a problem. And even then, we can see a vicious cycle where individuals are unable to get married owing to not having a job, but they want to get married, and yet the search for a job and financial problems are drawing couples apart. This situation may lead to less people getting married, less people having children, less people purchasing homes, etc. And so, yes, geographic mobility may lead to economic mobility, but the situation regarding young people and unemployment in America is deeper and much more complex than just buying a Greyhound ticket to Fargo or Bismarck. As I have learned in my own life, the idea that "the grass is greener" somewhere else does not always make for the best economic plan.
To be fair, I can agree with Buchholz's commentary regarding governments "setting up roadblocks" to job growth. That being the case, one cannot blame Generation Y for the excessive bureaucracy in American society. Maybe we do have too much licensure in society, but if that is the case, state governments should take the lead in reducing bureaucracy, reducing regulations, and promoting productive job growth.
In a sense, I can see Buchholz's point regarding the "boomerang generation" and economic stagnation. However, I do think Buchholz's commentary illustrates serious issues with respect to not only academic economics (as espoused by American higher education) but also cultural and generational differences regarding finance. As I've written previously, whereas economics is at a crossroads, it may be time to have a serious national discussion regarding the discipline of economics going forward. Buchholz's commentary may also reflect a disconnect between generational expectations regarding education, labor, and life's rites of passage. For me personally, to posit the idea that the "boomerang generation" hurts the US economy while not even subtly addressing excessive student loan debt, the higher education bubble, or the host of other debilitating socio-economic issues in the US raises some questions -- but maybe that's just me.
Attempting to find viable solutions can be difficult in a society that is intellectually, politically, and financially divided. As I have written previously, "there appear to be no easy answers to the dilemma." That being said, whereas the current state of Generation Y may be viewed as hurting the economy, I do not think that we can place all the blame on Generation Y. It almost sounds like blaming the impoverished for the existence of poverty; "well, were there no poor people, poverty would not exist." I think many of the issues regarding Generation Y reflect deeper problems within our economic system -- and in many ways, Generation Y's behavior may be simply a response to those deeper problems. In the midst of this global financial crisis, we ought not to fool ourselves into thinking that the symptoms of the disease are the underlying causes of the disease.

The dinosaurs of the Cretaceous may have faced an unexpected hazard: fire! In a paper published online today, researchers from Royal Holloway University of London and The Field Museum of Natural History in Chicago have shown that during the Cretaceous (145-65 million years ago) fire was much more widespread than previously thought.
The researchers traced fire activity in the fossil record through the occurrence of charcoal deposits, compiling a global database for this time interval. "Charcoal is the remnant of the plants that were burnt and is easily preserved in the fossil record," explained Professor Andrew C. Scott, the project leader from Royal Holloway.
This period was a greenhouse world where global temperatures were higher than those of today. Lightning strikes would have been the main trigger for these wildfires, but this period was also one when atmospheric oxygen levels were high.
Ian Glasspool from The Field Museum and one of the report authors, points out that this "was why fires were so widespread. As at such periods ? unlike today ? plants with higher moisture contents could burn."
The prevalence of fires throughout the Cretaceous would have created a more disturbed environment. Professor Scott highlighted that, "Until now, few have taken into account the impact that fires would have had on the environment, not only destroying the vegetation but also exacerbating run-off and erosion and promoting subsequent flooding following storms." These past events may give some insights into how increased fire activity today may impact the world we live in.
The research also shows that charcoal may often be associated with dinosaur deposits. Sarah Brown, a PhD student on the project and lead author, commented, "When I first started my research in Dinosaur Provincial Park in Canada nobody had seen any charcoal but quickly I was able to see it everywhere, including associated with dinosaur bone beds, it was incredible".
The researchers are now assessing the impact that these fires would have had upon dinosaur communities. The research is published in the journal Cretaceous Research.

A liberal advocacy group says Republican Johnny Lu?vano did, but the Bernalillo County clerk says it?s not clear and has forwarded the voter-fraud allegations brought by ProgressNow New Mexico to the sheriff?s department for investigation.
?At this point it?s not clear. That is why it?s important for law enforcement to investigate the matter and get to the bottom of it,? Clerk Maggie Toulouse Oliver said. ?We can?t make any assumptions one way or the other at this point.?
Lu?vano, a former NMPolitics.net columnist who filed earlier this week to run for the N.M. House District 16 seat ? days after moving into the now-finished home in the district ? says he did nothing wrong and was dealing with how to vote while an active-duty Marine.
?I registered at a dirt lot that was having a home being built on it where I intended to reside when I retired,? he said. ?I am sure there are plenty of other active-duty service members who do the same thing.?
But ProgressNow hit Lu?vano hard earlier this week.
?In addition to clearly being ineligible to run for office in District 16, Lu?vano may have also committed felony offenses against New Mexico?s voting laws by falsely claiming to live in a vacant lot and likely voting from there,? a news release from the group states.
At issue, ProgressNow claimed, is the fact that Lu?vano didn?t receive a certificate of occupancy allowing him and his family to move into the house in District 16 until March 14 ? more than a week after the deadline for a person to live in the district and be eligible to run in the election had passed, and almost a year after he registered to vote there.
But Lu?vano?s active-duty military status may make the situation more complicated than that, according to Toulouse Oliver. It?s now up to law enforcement to decide whether Lu?vano broke state law by registering to vote at the address in District 16 last April and voting in the Albuquerque election last fall.
As for Lu?vano?s candidacy for the seat currently held by state Rep. Antonio ?Moe? Maestas, D-Albuquerque, a third party ? such as Maestas or ProgressNow ? could challenge it in court. No one has yet done that.
The timeline
Lu?vano said he bought the lot on Albuquerque?s west side in November 2006, while he was stationed in Missouri, because retirement was approaching. He and his family planned to move there after retirement.
He had moved to the west side of Albuquerque from Artesia around 1997 or 1998, and was registered to vote at a home he owned there, but rented out while he was stationed elsewhere, until 2003 or 2004 ? around the time he got married. Then he changed his registration to his in-laws? home in unincorporated Bernalillo County.
Last April, Lu?vano returned to Albuquerque and changed his voter registration to the property in District 16. He had already started construction on the house before returning from Tucson, the last place he was stationed.
Lu?vano hadn?t yet retired from the Marines, and while the home was being built he and his family lived part of the time in temporary housing at Kirtland Air Force Base and part of the time at his in-laws? home. Neither is in House District 16.
His retirement took effect on Jan. 1. He and his family were finally able to move into their newly completed house in District 16 about a week ago.
Registering to vote and voting
When Lu?vano changed his registration in April, he listed the under-construction home as the ?physical street address where you live now.?
That clearly wasn?t accurate. But, Lu?vano asked, what are active-duty military members supposed to do in such situations? The federal Uniformed and Overseas Citizens Absentee Voting Act requires states to allow active duty military members to retain residency for voting purposes, he pointed out.
State law makes clear that a New Mexican living outside the state who ?has the intention to return? can retain registration status at a residence such as, for example, a parent?s home. It also makes clear that being out of state ?while employed in the service of the United States? is not a reason to lose residency status for purposes of registering to vote and voting.
So registering using his in-laws? home, which Lu?vano did while he was in Arizona, was no problem. What about once he returned to Albuquerque but before he had a permanent residence?
Federal law allows active-duty military members to retain voter registration in New Mexico without listing any address if they don?t have one. Lu?vano could have done that.
Toulouse Oliver also said it?s ?not uncommon? for military members living in temporary base housing to register using that address. Or he could have continued to use his in-laws? address.
So Lu?vano didn?t use the methods the law apparently comprehends for registering to vote and voting while on active duty. Toulouse Oliver said she?s never seen a situation like this before. But does that prove Lu?vano did something illegal?
?The law is so gray where that?s concerned, especially when you consider the federal piece about how you deal with a voter who has moved,? Toulouse Oliver said. ?It makes it really hard to interpret and really hard to enforce anything around people being registered where they don?t actually live.?
Declaring candidacy for House seat
State law provides some leeway in favor of candidates if the question of residency arises. If there?s a dispute, the Election Code states, ?permanent residence shall be resolved in favor of that place shown on the person?s certificate of registration as his permanent residence, provided the person resides on the premises.?

Which Lu?vano now does. But he didn?t by the day in early March when the governor issued her election proclamation, which the law also requires.
Albuquerque attorney Pat Rogers, who isn?t currently representing Lu?vano, said ProgressNow is ignoring the provision in state law that says residency disputes shall be resolved in favor of the address listed on a registration form if the candidate lives there.
?Courts show a big preference?to qualify candidates ? that?s the?rule,? Rogers said. ?As my civil procedure professor at Georgetown was fond of saying as to jurisdiction: ?Everybody has to be somewhere.? If his voter residence and the place he intends, indefinitely, to make is home is not?his residence, where would his residence be located??
?His voter registration, his intent, any physical presence, however slight or fleeting, will qualify,? said Rogers, who is also the Republican national committeeman for New Mexico.
ProgressNow?s Pat Davis disagrees.
??a certificate of occupancy was only issued on March 14 ? eight days after the deadline to establish residency for candidates for office,? he said in a news release.
If someone files a civil lawsuit challenging Lu?vano?s candidacy, a judge would decide whether he can stay on the ballot. Otherwise, Toulouse Oliver?s office has already certified his candidacy and he will appear on the ballot.
Not a matter for the secretary of state
This isn?t a matter for the secretary of state, Chief of Staff Ken Ortiz said. Because District 16 is located entirely in Bernalillo County, the issues are Toulouse Oliver?s to handle.
The clerk did that by certifying Lu?vano?s candidacy and reporting the voter-fraud allegation to law enforcement.
?As with any allegation of voter fraud, we are getting law enforcement involved and cooperating with the investigation,? Toulouse Oliver said. ?Where the candidacy is concerned, we basically believe that our role is to qualify candidacies based on the face of the registration, and if there?s a challenge that is something the courts will deal with.?
Davis applauded Toulouse Oliver, a Democrat, ?for her efforts to uphold the integrity of our voting system.?
?Ironically, those who try to gain an upper hand by breaking voting laws will likely lose their right to vote in the end,? he said. ?And, that?s the way it should be.?
?I don?t have any other residence?
ProgressNow has been on the hunt for voter-fraud cases tied to Republicans, and has been quick to point out in its releases about Lu?vano that it also ?connected a senior staffer for Heather Wilson?s U.S. Senate campaign to a?scheme to register the staffer?s dog to vote.?
The group was referring to its uncovering of the fact that a man who illegally registered his dog to vote to prove how easy it is to do is the husband of a staffer on Wilson?s campaign. The Bernalillo County Sheriff?s Department is also investigating that case.
Lu?vano said he isn?t amused by the comparison.
?I?ve put my entire 20-year savings into this house, so for them to compare me to a fraudulent dog as an active-duty Marine voting back home is huge,? he said. ?It?s a game that they?re playing, but it?s a serious issue, and that?s the point I?m trying to make.?
Lu?vano said he doesn?t know the entire state law on voter registration but knows he had a right to maintain his residency and vote while on active duty ? and the lifelong New Mexico resident did vote here during his entire 20 years on active duty.
He said his intent is a significant legal consideration ? and he proved intent by buying the lot, paying property taxes and building the home.
?I?ve shown a clear intent to reside at this residence over years,? he said. ?I don?t have any other residence. I don?t know where they wanted me to go.?

Portugal faces general strike in test of austerity
LISBON (Reuters) - Portugal faces a general strike by workers angered by austerity measures imposed as a condition of a 78-billion euro bailout last year but doubts remain as to whether Thursday's stoppage will receive widespread support.
Portugal's largest union, the CGTP, hopes to mobilize mass support but the Portuguese have shown little interest in imitating the kind of protests seen in Greece, despite record unemployment and the worst recession in decades.
Some economists fear Portugal may be pushed into seeking a second bailout from its European partners, but the centre-right government is betting that relative public apathy will help it impose painful spending cuts and policy reforms in order to drag the country out of its debt crisis.
The second largest union, the UGT, is not backing Thursday's strike and has signed up to labor market reforms that the strikers say will roll back hard-won workers' rights.
The UGT, which is allied to the opposition Socialist Party, has urged opponents of austerity to show restraint, warning that Portugal could descend into the kind of chaos seen in Greece.
But the CGTP's new Communist leader, Armenio Carlos, is eager to put up a fight against spending cuts, salary reductions and the erosion of workers' benefits under the reforms imposed as a condition of last May's bailout from the European Union and International Monetary Fund.
Those preparing to strike say the new labor laws, which make it easier to hire and fire staff and which cut compensation for workers, mark the biggest step backwards for workers since Portugal's return to democracy in 1974 after military rule.
"Tomorrow, there will be a sort of a test for the new union leadership," said Jose Adelino Maltez, a political scientist at Lisbon Technical University. "They will try to show that they can go beyond the usual stoppages in the public service and transport, that the movement is broader than its Communist supporters."
A CGTP spokeswoman said all major public transport services would join the stoppage, including trains, the Lisbon underground and the ferry boats that take workers across the Tagus River to the capital.
With public transport shut down or running minimal services, the main impact of the strike could be in stopping people getting to work.
"I don't expect the country to stop, but we can expect a strong showing, maybe with some export-oriented companies halting output to give a signal that there is a strong unionized force in Portugal to be reckoned with," said Maltez.
Posters urging workers to join the strike have been put up around Lisbon and big protest marches are planned for Thursday afternoon.
"This kiss leaves us penniless," read one poster, showing Prime Minister Pedro Passos Coelho kissing German Chancellor Angela Merkel's behind.
This year's harsh economic downturn - the worst since the 1970s - has pushed unemployment above 14 percent and the government expects the economy to contract by 3.3 percent.
But the centre-right government still commands strong support despite promising tough times ahead when it came to power last year, suggesting many Portuguese believe that the austerity measures will eventually lead to recovery.
